As reported on eggdrop's mailing list, the bot kicks bogus usernames. And
as it doesn't ban them, they keep coming back. Nice kick-flood in
perspective :) This patch introduces a new flag (set kick-bogus 0/1) which
allows you to activate/deactivate this eggdrop behavior (as requested). 

This patch is relative to the cvs 1.3.20 eggdrop sources (09/25/98).
