Notes: I asked Russ about license notes in the original source files. For example, in amdpd.zip, the file PCNTPK.ASM seems to have conflicting license information. That is, the file has a 1990 declaration that the code is under the GNU General Public License v1, but a 1993 declaration by AMD that the file is proprietary. So I'm confused here.
