Siag Office 3.1.6 released


Changes from version 3.1.5 include:

 - Support for the Python programming language (SIOD, Guile and
   Tcl were already available)

 - Norwegian message catalog, thanks to Bjørn-Ove Heimsund
   <s811@drone.ii.uib.no>

 - Improved plugin interface

 - Assortment of bugfixes

It would be appricated if someone could try it out on an Alpha to see if
it works better or worse than previous versions.
